LVISD Trustees Adopt Balanced Budget for 2019-2020

The La Vernia Independent School District Board of Trustees adopted a balanced budget for the 2019-2020 school year at a special called meeting on June 24, 2019. The budget reflects the focus of the LVISD Board of Trustees and administration on providing a world-class education for all LVISD students and an excellent working experience for all district employees.

The Texas Legislature approved House Bill 3 (HB3) requiring all Texas school districts to increase salaries for certain staff members and provide additional funds for designated program expenditures. While this legislation will be in effect for the 2019-2020 school year, there is still much uncertainty about the scope of HB3’s ramifications and many of the rules necessary to fully implement HB3 will not be finalized until 2020. The district’s budget will continue to be evaluated and amended in order to fully comply with HB3. For these reasons, the Board of Trustees and administration have chosen to be conservative in their stewardship of taxpayers’ dollars at this time rather than potentially overestimate the amount of new funding and pay raises that will be available due to HB3.

According to the latest projections, LVISD expects to receive approximately $2.35 million in additional funding as a result of HB3, though this number remains subject to change. In compliance with HB3, thirty percent of this money will be allotted to raises for all employees except administrators, and the district anticipates completing a 2019-2020 compensation plan in July that accommodates raises for all district personnel. Again, while the district is pleased that every LVISD employee will receive a salary increase, the district must proceed with caution as there remains uncertainty about the final amount to be received from the state and if the additional funding will be sustained over time.

The budget approved by the Board of Trustees for 2019-2020 is balanced and prepares LVISD to comply with all HB3 requirements while focusing on establishing and maintaining an adequate fund balance. The district will continue to work with the Texas Association of School Boards to adjust and align the district-wide compensation plan equitably for all employees. As HB3 requirements are clarified by the Texas Education Agency, the Board of Trustees and administration will collaborate to pass an amendment to the 2019-2020 budget that accurately reflects and distributes the additional funds from HB3 as required.
